If it was such a bad thing wouldn't other states have seen that in the first states that allowed it and not approved it either? And as far as being the criminals dream, don't you think they were probably packing heat anyway? If they are going to use a gun to do harm to others in a way other than in self defense they are not going to care if they are legally or illegally carrying that gun. If anything those kinds of people may think twice before pulling a gun on someone because there is a better chance now that that person, or another person in the vicinity, also has a gun. And as far as allowing a mentally unstable person to carry a concealed weapon, it wasn't that long ago that an off duty Wisconsin police officer shot a bunch of people in a restaurant. Since there are no laws requiring police officers to undergo a mental evaluation, and many people who are dangerously mentally unstable can still pass one anyway, Wisconsin has already been allowing mentally unstable people to carry concealed firearms.
